When you have used all your seats, the button is replaced by a card showing used/max that opens the Billing "Add Employee" modal so you can buy another seat. Trying to add an employee anyway returns "You reached the limit of employees of your account". Accounts flagged with bypass-subscription are exempt from seat limits.
