Your signup page needs an SMS consent checkbox that is not ticked by default and not required to finish signing up, carrying the exact wording shown in the "Checkbox wording - copy this exactly" box, and a privacy policy stating that phone numbers and SMS consent are never shared with third parties for marketing. Carriers open your site and check this themselves.
