It is a per-account list of email addresses that must not be emailed, populated by unsubscribes and bounces. It survives contact re-imports, so re-importing an unsubscribed person does not make them mailable again. Sequence enrollment silently skips a suppressed address, which is why bulk enroll reports contacts "skipped (no email or suppressed)".
