It is the onboarding wizard at Onboarding in the sidebar, titled Quick Setup. Step 1 asks "Where do your leads come from?" (Scrape new leads / Import / CRM) and step 2 asks "What do you want to do with them?" (calls / emails / manual). Clicking "Build my setup path" saves the goal and shows only the steps you need. Progress is saved per account so it is resumable, and every step is optional.
