Twilio is where the number is actually bought and where voice and SMS routing live. Vapi is the AI calling layer: a number is registered with Vapi when you assign it an inbound workflow, and unlinking a number from its agent resets its routing back to KLCT. As an end user you do not choose between them; assigning the number decides.
