Go to Support > Shortcuts. Add a shortcut with a bang trigger (for example "!thanks"), an optional tag group, the rich-text Message body and an optional Name. Agents then type "!" in any composer to insert it. You can search, edit, delete and rename a whole tag. Requires manage_canned_responses.
