On the Submissions page tick the submissions you want and use "Convert Submissions to Contacts", optionally choosing a contact list to add them to. Fields are mapped onto contact fields using each field's "Map this field to" setting; an existing contact matching the email or phone is updated rather than duplicated, otherwise a new contact is created with Lead Status Open.
