Go to Support > Changelog > Create. Fill Title and Version, write the body, optionally add a Category, Labels, a cover Image, a call-to-action (Link text, Link, Link color) and a Date / time. Then click Publish, or "Save draft". Setting a future date and time schedules it (the list shows a Scheduled pill).
