Yes. The "Scrape leads" step takes a query, country, optional state/city, a limit (1 to 5000, default 100) and tags, and starts a real scrape job. Tags you add are written onto every scraped contact and reused by the "Create a group list" step as a "has any of these tags" filter. Without a Google Places API key, only free sources are used.
