Yes, but only the account admin. Go to Settings > Account Settings and use the Shortcodes panel: fill in Key (lowercase letters, numbers and underscores only), Name and Replacement value, then click Add. Saving an existing key updates it. Built-in codes are listed read-only and cannot be overridden.
